I recommend Neko Project II as the best PC98 Emulator http://www.yui.ne.jp/np2/

In the Device/Sound menu, set it to PC-9801-26K or Garudius '95 will not load and display an error, the title also does not display correctly but the game runs fine.

To play start the Anex86 or Neko Project II emulator and attached the HD image as hard disk 1 and then press START
